The worst congestion hotspot is the M1 between Junction 6a in Hertfordshire and Junction 11 in Bedfordshire; the Luton Airport turn off improvements. Second is the M25 by Junction 9 for Leatherhead in Surrey and Third is between Junction 21, near Watford, and Junction 28, near Brentwood in Essex. The bad news is it is only going to get worse.
