Congestion charging is coming to Manchester in 2013 according to the latest announcements. Is there any real need for shops to open at 9.00; can we get schools in the same location to have at least one hour gap between their start and finishing times; can't offices spread their start times from 7.00 am to 10.00am, thereis still a 5 hour period when they can communicate to everyone. ets try a few of the alternatives before we victimise the motorist yet again.
